You show ID to board a plane, pick up a prescription, open a bank account, check into a hotel, or buy a can of spray paint. Yet in California you can walk into a polling place and help decide who runs the fifth-largest economy on earth without showing anything at all. On November 3, Proposition 39 closes that gap. Vote Yes.

What Prop 39 actually does

Prop 39 is a constitutional amendment, so a future Legislature can’t quietly undo it. In plain terms, it:

Requires a government-issued ID to vote in person — a driver’s license, state ID, passport or similar.

Requires ID for mail ballots too. Voters pick a government ID number when they register and write its last four digits on the ballot envelope, instead of relying only on a signature that a clerk eyeballs.

Gives a voter ID card free to anyone who asks. No license? The state hands you one at no cost.

Requires officials to check the rolls for citizenship using government data, and to report every year what share of registered voters in each county has actually been verified.

Puts the State Auditor on the job every other year to grade how well the state and each county are following the law.

Today California asks for no ID at the polls and verifies mail ballots by signature match. That is the system Prop 39 replaces.

Voting belongs to citizens

Under federal and California law, only U.S. citizens may vote in state and federal elections. A green card is a privilege that lets someone live and work here — it is not a ballot. Visa holders, green card holders and anyone here unlawfully have no right to choose our leaders, and every illegal ballot cancels out the vote of a citizen who has every right to cast one.

The trouble is that California runs largely on the honor system. People check a box saying they’re citizens, and the state takes their word for it. Prop 39 replaces trust-me with verify-me. Election officials must compare the rolls against government citizenship records and publish the results county by county, every year. If our rolls are as clean as Sacramento insists, the reports will prove it. If they aren’t, the public will finally know — and so will we.

A protection for every lawful voter

This measure protects citizens, period — whether born in Bakersfield or sworn in at a naturalization ceremony in downtown L.A. Many of California’s naturalized citizens fled Cuba, Vietnam, Venezuela, Iran and the old Soviet bloc. They know better than anyone what happens when elections can’t be trusted and government grows comfortable controlling its people. They earned their vote by oath. Prop 39 makes sure no one dilutes it.

A free society survives only when citizens can trust the count. When half the state believes the system is rigged and the other half believes the first half is paranoid, everyone loses. Showing an ID is the simplest, cheapest way to settle the question.

Answering the opponents

“It’s voter suppression.” Prop 39 requires the state to give a voter ID card free to anyone who requests one, so cost is no excuse. Twenty-three states already require government-issued photo ID to vote, and turnout there hasn’t collapsed. National polls have found roughly four in five Americans support voter ID — including many Democrats.

“It costs too much.” The Legislative Analyst estimates added costs of tens of millions to low hundreds of millions of dollars a year. For a state that spends freely on far less, confidence in every single election is worth the price.

“There’s no process to fix mistakes.” Critics such as Common Cause say the measure doesn’t spell out how a voter fixes a wrong digit on an envelope. But Prop 39 directs the Legislature to pass the laws needed to carry it out — and a fair cure process is exactly the kind of detail that belongs there. A missing procedure is a reason to write one, not a reason to keep an unverified system.

“It will slow down counting.” Supporters argue the opposite: matching four digits is faster and more objective than a clerk comparing signatures, and California’s weeks-long counts are already a national punchline.

Vote Yes on 39

Citizenship is the price of admission to American self-government. Asking a voter to prove who they are, and asking the state to prove its rolls contain only citizens, is not radical — it’s how most of the democratic world already runs elections. Election Day is November 3. Bring your ID, and vote Yes on Proposition 39.
